Time to First Response gadget won't display if average time is less than an hour

      Summary

      If the average time to first response for a given project or filter is less than an hour, the "Time to First Response" gadget won't display any data.

      Steps to reproduce

      1. Create two users and a new project in JIRA.
      2. Add the Time to First Response gadget to a dashboard with the new project selected in the "Projects or Saved Filter" field.
      3. As User 1, create an issue in that project.
      4. Wait for half an hour, then add a comment on that ticket as User 2.
      5. Refresh the Time to First Response gadget.

      Expected results

      The graph in the gadget displays half an hour as the time to first response.

      Actual results

      The gadget displays no data.

      Notes

      If another issue is added and commented on, there will be no data displayed until the average time of the first response between the two issues is greater than one hour.
