      Problem Definition

      Currently its all or nothing the user must have the following three criteria to @mention.

      1. Browse users permission.
      2. Wiki Style render enabled
      3. As well as mail visibility. See user mail visibility

      Suggested Solution

      It would be nice to make it scalable that as long as Wiki Style Render and mail visiblity applies to the user attempting to at mention via [^usera]. The function would work without browse users.

      Why this is important  

      It allows users to enable users to @mention without having them be able to browse users in the entire instance.
