      Add a validation functionality to the admin CSV importer aka the JIRA import wizard accessed by going to System > External System Import > CSV https://<your site name>.atlassian.net/secure/admin/ExternalImport1.jspa

      As mentioned in the comments below, the non-admin CSV importer does have a validator option: Create issues using the CSV importer
