When importing issues using the CSV import, JIRA automatically creates missing users and adds them to whichever group/s are granted the JIRA Users global permission.

If importing issues to a Service Desk, it would be nice to either disable this or allow the change to the granted membership as an advanced setting. This would prevent the created users from using a JIRA license and be more easily added as a Service Desk customer.
