The current syncing behavior will overwrite the existing user information with the new user data if the lower_user_name matches the new incoming external directory username. Ideally an option should exist to fail syncing this new user if the external id does not match the one that exists in the database. This way an administrator can decide on the best way to handle this conflict as it could cause new users to inherit previous user data.
