Expand WAS operator to incorporate issuetype

      On occasion need to identify issues that were moved from one issue type to another.

      Example use case.

      1. User creates defect.
      2. BA who reviews the incident converts to enhancement or change issue type.
      3. PM needs to report on the number of tickets raised as defects, which were actually changes.
