Allow Other Workflow Properties Override jira.issue.editable=false

    Issue Summary

    When a user adds jira.issue.editable=false to a workflow status, even if they add other workflow properties to the same status, the former would override every other property added to said status.

    Steps To Reproduce

    1. Create a dummy project with a new workflow.
    2. In the closed status, add the property jira.issue.editable=false.
    3. Also add the property jira.permission.worklogeditown=true
    4. Create an issue.
    5. Transition the issue to the closed status.
    6. Attempt to log work.

    Observation

    You would not be able to log work because the jira.issue.editable=false has overridden the other property.

    Feature Request

    Can the workflow property be enhanced to allow priority to be given to specific properties based on their order?

    For example, the highest property takes precedent over others. This would also allow user the opportunity to order their property as they deem fit.
