Add REST API endpoint to trigger filter subscriptions

      It would be good if JIRA users could use the REST API do trigger a 'Run Now' on an existing filter subscription.

      One use case would be to send an email after a code deploy that changed the issues included in the filter. The user could script this to happen automatically once the deploy finishes.
