Summary

When the labels system field is initially displayed in the view issue page, the pencil icon that displays the labels dialog is shown on the screen until inline edit is wired up and it gets replaced by the inline edit UI.

Steps to Reproduce.

• Ensure the Labels field is on the view issue screen for the project and is included in the field configuration.
• Ensure inline edit is enabled.
• Throttle requests to JIRA by using Charles / slomo plugin.
• Go to the view issue page.

Expected Behaviour.

• The pencil icon should not be shown at all and inline edit should always be the UX to edit this field.

Actual behaviour

• [BUG] Observe that the pencil icon is shown on the view issue page when it loads to ultimately be replaced by the inline edit UI.
