      Problem Definition

      When running a JIRA instance on a Google Container Engine behind the google http load balancer, if users try to remove a permission from a permission scheme, the http balacer will reject it as "malformed".

      According to the RFC 2616

      "A server SHOULD read and forward a message-body on any request; if the request method does not include defined semantics for an entity-body, then the message-body SHOULD be ignored when handling the request"
