Ability to Import Issue Links from a CSV File as a non-admin user

Problem Definition

As an admin the user could import issue links by going to External System Import, then configuring the issue links in the "Map Fields" screen of the Issue Import Wizard, under Links & Sub-Tasks, as shown in the image below:

But as a non-admin, the user is unable to access the administration panel. Consequently, the non-admin user will be unable to import issue links. In order for non-admin users to import issues from CSV, the user must go to
issues > Import issues from CSV, as shown in the image below:

However, if the CSV file contains issue links, the user will not be able to configure this in the "Map Fields" screen of the Issue Import Wizard, under Links & Sub-Tasks as it only contains Issue Id and Parent Id, as shown in the image below:
