An incorrect week number is shown in the date picker control

      Summary

      An incorrect week number is shown in JIRA's date picker control. For example, it is showing 1 week ahead of current week number. JIRA start the week count on 1st January 2016 while it was still on week 53, 2015.

      Steps to reproduce

      • Access any date field in JIRA and observe the week count in date picker

      Expected Result
      As of 29th June 2016, it is week 26.

      Actual Result
      JIRA is showing it is at week 27 as per the screenshot above.
