Using arrows to navigate on the top menu do not work anymore

      Summary

      When the user tries to navigate by the top menu using the keyboard arrows he cannot go up and down on the options.

      Environment

      1. JIRA v1000.110.0
      2. Chrome 51.0.2704.103 (64-bit)

      Steps to Reproduce

      1. Click on Tab until it goes to the top menu
      2. Click enter in any option such as Projects or Dashboards
      3. Tried to navigate up and down using the arrows

      Expected Results

      Navigates normally

      Actual Results

      Nothing happens with the menu.

      Workaround

      None
