Problem Definition
It would be useful if a user can see that a link to another issue exists even though this linked issue cannot be opened by the stated user. A simple example is as shown below:
John works in project AAA.
John does not work in project BBB and cannot even see the issues of project BBB.
The team leader of project BBB has linked issue AAA-23 to issue BBB-45 from project BBB.
It would be useful for John to know that AAA-23 has got a relationship to project BBB. For example: John to be able to see that BBB-45 is linked to AAA-23 even though John cannot view BBB-45.
Suggested Solution
A feature which will enable users to view the links for the linked issues eventhough they do not have permission but when they try to click the linked issues a message stating "You do not have permission to view the issues" is displayed.
