Allow JIRA Cloud default Email Handler to be disabled

      Problem Definition

      Currently, JIRA Cloud has a default Email Handler, which creates comments directly in issues.
      This email handler cannot be disabled and if it's removed, it is recreated, not providing any way to avoid issue's being commented from emails.

      Suggested Solution

      As a user, I'd like to be able to disable this handler, specially when using different handlers, with different servers.
