      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Summary

      Currently any project administrators can change a project type, which option is available under actions menu (JIRA 7+). This is undesirable on certain scenarios.

      Suggestion

      Implement a change project type global permission, which allows a JIRA Administrator to control who are able to perform this operation.
