Update out of date DVCS account page documentation links in JIRA

      There seems to be some hard coded links in JIRA that should be fixed.
      Screenshot of the DVCS accounts page contains an out of date OnDemand image and links to:
      "Bitbucket Cloud and GitHub accounts to JIRA" should go to https://confluence.atlassian.com/display/AdminJIRACloud/Linking+a+Bitbucket+or+GitHub+repository+with+JIRA
      Clicking on the button opens a dialog with the link "Transition JIRA issues " and this should go to https://confluence.atlassian.com/display/JIRASOFTWARECLOUD/Processing+issues+with+Smart+Commits
      Not sure what the Link and image are supposed to signify, should potentially be removed altogether?
