Need to have notification for attaching event.

      It requires to add notification scheme for attaching event.

      Reason;
      Attaching event is special situation comparing normal update.

      Hi,

      Currently the number and types of events are hardcoded, so it would not
      be possible without modifying the source substantially. I had to do it
      recently, and here is the list of files modified:

      notification-events.xml
      com/atlassian/jira/event/issue/IssueEventDispatcher.java
      com/atlassian/jira/event/issue/IssueEventListener.java
      com/atlassian/jira/event/issue/IssueEventType.java
      com/atlassian/jira/event/listeners/DebugListener.java
      atlassian/jira/event/listeners/cache/IssueCacheListener.java
      om/atlassian/jira/event/listeners/mail/MailListener.java
      com/atlassian/jira/event/listeners/mail/MailNotifications.java
      com/atlassian/jira/event/listeners/search/IssueIndexListener.java
      com/atlassian/jira/mail/MailThreadManager.java
      com/atlassian/jira/mail/MailThreadManagerImpl.java

      If you could raise a feature request on http://jira.atlassian.com we can
      look into supporting this natively.
