On the Project Browse page the tab panels should not disappear if a field is hidden, instead is should be greyed out with a cause

      If the 'Fix for' and 'component' fields are hidden, then the "Browse Project" page displays the message:

      The 'Project Information' panel is not available

      This message is confusing. Is it an error message? What is the cause? Is it the user's fault or JIRA's? How does one get the reports back?
