Time tracking should take account of employee working hours and utilisation

      Time tracking is not granular enough.

      While it is fine to enable/disable time tracking at the server level the details need to be configurable at the project level.

      We would like to be able to configure number of working hours per day and number of days per week at the project level.

      Ideally, these should be overridable in a given user's profile (so that for example, you could assign a different number of hours per day to a very junior developer to reflect lower productivity).
