Make gadgets and reports interchangeable

      Now that gadgets and reports are both implemented as plugins, it should be possible to make them interchangeable, differing in just which view is used to render them. This would allow users to put any of the reports (popular issues, timetracking, workload, roadmap, changelog) to be placed on the dashboard.
