Make sorting statuses easier

      Based on JRA-5189

      Right now you can sort statuses using the up/down arrows but that takes so much longer than it needs to.

      Can we please have auto-sort options (by name/category), or re-use the same sorting option for Issue Type lists (drag and drop).
