As an admin, I would like to disable the relative dates from the Advanced Configuration UI

      Problem Definition

      The JIRA configuration can be set in a number of places :

      1. jira-config.properties
      2. Settings and advanced settings in browser UI
      3. Database
      4. Java properties (e.g. jira.home, mail.mime.decode and UTF-8 settings)
        That makes it difficult for an administrator to manage all locations well and make sure everything is migrated at the time of upgrades or server migrations etc.

      Suggested Solution

      Move the relative configurations under Settings or advanced settings in browser UI
