Prevent user to move issue to a specific project

      Problem Definition

      Prevent users from moving issues into another project without removing their "create issues" permission on the destination project. Also, without limiting their ability to move issues to other projects.

      For example, permissions should allow for all of the above to exist for the same user simultaneously:

      • Preventing issues to be moved from Project A to Project B
      • Create new issues on Project B
      • Allowing to move from Project A to Project C

      Suggested Solution

      Create new permission to restrict issues being moved in to a project, not only for moving issues out of a project.
