Edit Comment does not show the Browse option in the Attachment Option

Summary

When editing comments, user is not able to browse for attachments but only able select the attachments which are already available in the issue unlike add comments.

Environment

JIRA version 7.0.0-OD-08-002
Chrome Version 46.0.2490.80 (64-bit)

Steps to Reproduce

1. Add a comment to an issue
2. Edit the comment and click on the add attachment option

Expected Results

Browse attachment is displayed

Actual Results

The below exception is thrown in the xxxxxxx.log file:
Browse attachment is not displayed

Workaround

Add attachment prior to editing comment. The attachment option will display the attachments which are already attached to the issue.
