When doing a Bulk change the actual limit is set by the Page Size value in the user Profile rather than by the values in jira-config.properties.

Please find attached some screenshots showing the behaviour.

These are our settings in jira-config.properties:

jira.bulk.edit.limit.issue.count = -1
jira.search.views.default.max = 3000
jira.search.views.max.limit = 3000
jira.search.views.max.unlimited.group = jira.power-searchers

As a result of this behaviour many users get confused as they see the message to bulk change all the issues but afterwards they're only able to apply the changes to a few of them.
