As an admin i would like to specify the number field (custom field) formatting as a configuration option, regardless of user language or system language preferences.

      Problem Definition

      JIRA will enforce a dot or a comma on a Number Field (custom field) depending on the language specified. For example:

      In English I would use 1.5 while in Russian you would use 1,5.
      This can become an issue when a customer wants to use 1.5 while using a Russian language pack in this example.

      Suggested Solution

      Make the number formatting a configurable option, regardless of the language the System or User has configured.
