Summary

When user creating issue from administration page , prompt different create issue screen from the pop up screen . Below is the screenshot :-

Steps to Reproduce

1. Go to Administration page , such as Screens page .
2. Then , click Create to create issue .
3. Then , it will go to https://BASE_URL/secure/CreateIssue!default.jspa . And the screen is different with create issue pop up screen.
4. To test on create issue pop up screen , go to Dashboard . Then , click Create button . A pop up screen will prompt.

Expected Results

https://BASE_URL/secure/CreateIssue!default.jspa , should be the same screen view as pop up screen.

Actual Results

Screen only contains Project and Issue Type fields.
