Notification to administrator on an add-on license has expired

Problem Definition

According to the document at Events that generate email notifications. On the license expiry even administrator should receive email on that.
However, per the comment here at Add plugin notifications for plugins that are nearly maintenance expired or recently maintenance expired:

Plugins with maintenance expiry but are still valid for use: these intentionally don't have notifications as they are still functioning.

Therefore we need to amend the documentation as it leads to confusion for readers.
