Suggestion:
User would like the ability to use text formatting on a block of text ( multiple row of text ) .
Currently text formatting only works with a single row of text.
For example when there is a block of text , after selecting the whole block and selecting Bold, the text will not be bold. Please refer to the screenshot below :
1. Enter a few rows of text. Please hit enter after each row to go to the next row.

2. When previewing the text, it is not actually bold

Workaround :
Install & use the 3rd party plugin called JEditor - Rich Text Editor for JIRA
