An 'Issue commented' notification should always be sent for a new comment

      We have configured our notification scheme to not send any notifications on Issue Updated, to send notifications to assignee on Issue Assigned and to send notifications to assignee and watchers on Issue Commented.

      If a comment is simply added to an issue, an Issue Commented notification is sent as expected. However if a comment is added in the process of updating an issue or assigning an issue (also consider issue transitions, issue links, etc), an Issue Commented notification is not sent, and watchers are unaware. This confuses our users, who expect all comments to be notified to assignee and watchers.

      Please can Issue Commented event be raised whenever a comment is added?
