Problem Definition
We have certain situations where opening up a new issue can only happen if it is linked to a previous issue (things like tuning). I know the linking issue is optional but have the ability to make it required would be beneficial.
Suggested Solution
Have a feature where Administrator will be able to define if Issue Linking is mandatory for certain issue type in a project.
