Problem Definition

As a JIRA administrator I would like the ability to disable automatic scheme creation during project creation as it creates significant amounts of cleanup work when creating large numbers of projects as a part of my daily tasks.

Suggested Solution

In JIRA Administration page , provide option for customer to choose whether automatically create scheme or not . If the customer want to create by themselves when project creates , then it should be a pop up screen when create a project , for customer to choose the screen scheme.
