Separate Project permissions for Component Management

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      At the moment, to add/edit component will require Project Administrator permission. This request is to separate this permission then add additional Component Management permission in Permission Scheme, allowing admins assign user to manage components but not the entire project.
