Default for message type when sending email should be TEXT not HTML.

      When sending email from System/Send Email, would be good to have default option for email format TEXT, not HTML.

      Each time JIRA administrators broadcasting emails to JIRA users forget selecting the format - HTML is default, so email comes as brick of text, not readable at all.

      Default HTML would make sense if "Body" have rich-text-editing controls.
      Without them, editing HTML tags is not a good idea.
