As a JIRA Administrator I would like to choose whether users should use Gravatar, JIRA avatars or both.

      Problem Definition

      Currently, JIRA allows Administrators to choose if Gravatar is enabled, which means that an user can either use gravatar or a custom picture in JIRA. As a JIRA Administrator, I would like to force users to only use their gravatar pictures.

      Suggested Solution

      Provide the option to use only gravatar, along with the existing options to use only JIRA's or both gravatar and JIRA's.
