Ability to only migrate JIRA schemes

At the moment, if the users want to apply similar configuration on another instance, they need to do Restore System, which will not only restore the configuration, but also data (project, issues).

This would be useful to have a feature that allows customer to only migrate schemes to another instance.

• Workflow Scheme
• Permission scheme
• Notification scheme, etc

So in the case that the instances have different data, they can still apply the same schemes in both instances. For example, When the user wants to create a new project in another instance, the user could use the same schemes, instead of re-creating the new schemes and associated them with the projects, which will be time consuming.
