JIRA welcome page keeps redirecting for new users

      When new users are logging in to JIRA, they will be redirected to:

      • https://<instance name>/secure/WelcomeToJIRA.jspa

      The page will keep refreshing and they are not able to do anything. It only affects Atlassian Cloud users (only some of them)

      After 00:00am EST 25/02, it should have been fixed. If you still encounter this issue, please create a support ticket so that we can investigate further on it.

            This still appears to be a problem when attempting to navigate to "/secure/MyJiraHome.jspa".  Two out of ten users currently have this issue and are unable to view the system dashboard landing page like the other 8 users.  I've attempted to reset security roles, remove and re-add the user, etc. but nothing seems to resolve the issue for the two users.  We have a manual workaround by removing the "decorator" query parameter, but this is an annoyance since our system dashboard is used heavily.
