      As an administrator, I would like the ability to centrally manage all Issue Links. That is, a way to see and manage all Issue Links by project.

      Ideally Issue Link Schemes would be accessible via Project Administration (perhaps Under Summary Issue Types), and/or in JIRA Administration under System > Issues > Issue Types
