Hide "Create" button when user has no permission to create issues in current project

      Problem: When users press Create issue button they expect to create an issue in a project they are browsing. However if these users doesn’t have privileges to create an issue in this project, system automatically changes project name to the first available project where users actually can create issue.
      This behavior is confusing and as a result users accidentally create issues in wrong projects.

      Proposed solution: The Create issue button should not be present/visible when the user does not have privilege to create an issue for the project.
