"Time spent" not in sync in different views (incl excel export).

      NOTE: This bug report is for JIRA Cloud. Using JIRA Server? See the corresponding bug report.

      The time tracking shows different values on the issue details screen and on the overview screen. The excel exports an incorrect value as well.
      This is a blocking bug as it renders JIRA currently useless as a time tracking tool.
      A workaround is to edit the issue and press update. Then the time is corrected.
