Option to Allow JIRA System Administrator to modify Contact Site Administrators Form

      The Contact Site Administrators Form in JIRA is shown as below:

      Some people prefer not to have the form fields (such as To, From, Subject, Request Details) as they could put the link to their contact form on the Contact Administrator Message box (shown in the screenshot above).

      It'll be great to have the feature to disable/modify the built-in form.
