Improvements For The Smart Query Notification Banner

Recently the design of the Smart query notification message has been updated in JIRA OnDemand. Whereas it used to be an unobtrusive message that would disappear shortly, it now appears as a yellow warning message in a location that covers several important buttons and even lingers on screen after following a link to an issue page from the search results.

There are a few things that could be implemented to make that notification less intrusive:

1. Move the message to an unobtrusive location.
2. Provide configuration options to disable the display of that notification.
3. Make the notification disappear after a short time.
4. At least make the notification disappear when the user is no longer on the search results page.
