Use pretty tooltips for hovering Issue Type icons

      I can never remember which symbol is which in our many installations of JIRA that we touch, and on my dashboards or filter searches I often hover over the Issue Type icons. These icons have tooltips but they are the OS/Browser 'title=""' tooltip instead of the nice AUI tooltip that pops up immediately.

      This would be a nice addition and a ease-of-use improvement.
