Problem:

When a project is created all the project types available create corresponding workflow, workflow scheme, and issue type scheme which are then deleted and an existing workflow, workflow scheme, and issue type scheme are used in it's place.

Suggestion:

Make creating a corresponding workflow, workflow scheme, and issue type scheme optional, give users the ability to select the defaults, and/or revive the "Blank Project" option.
