REST API should allow assignee to be specified by email address

      When setting the assignee via the REST API it appears that users can only be specified by name. When trying to specify a user by email address we get this error:

      assignee: expected Object containing a 'name' property

      When integrating JIRA with another system it would be significantly more efficient if we could set the assignee by email address rather than needing to do a lookup to JIRA for each assignee to translate the email address to name.
