Investigate browse project issue in cluster performance tests: "tabHtml" undefined in soy template

      We get these errors when running SOKE tests in performance lab, but cannot be seen on a local test:
      com.google.template.soy.tofu.SoyTofuException: In template JIRA.Templates.Projects.projectTab: In 'print' tag, expression "$tabHtml" evaluates to undefined.
