development panel permission control

      Currently we do not have the permission to control the access to Fisheye/Crucible from the development panel itself. Basically, customer want the users to view the commits/review on the development panel itself however they want to limit the permission such as they don't want the users to access to the further details of these commits/reviews which will grant them direct access to Fisheye/Crucible itself.

      Customer justification:

      JIRA with 500 users and Crucible with 25 users (shared with JIRA). I want to grant insight into JIRA development tab content to person who does not have account in Crucible. For example a tester. Crucible is quite expensive tool and have really small meaning to a tester. Tester is not intended to even access crucible application. I just want ot ensure that tester can see contents of development tab (as per screenshot). Is that possible?
