Project administrators should be able to add a new Version through the issue create screen itself. If the version is not already available, it would be created automatically.

This would be similar to how labels work presently where the label will be created, if it does not exist.

Also, this could be extended to similar fields like 'Components' or all selectable fields including custom fields.
