The Jira system time displayed at Jira Administration > System > System info > System Time is incorrect according to the system time established. This is the time used when creating a new issue. The configured time zone is GMT-5 or America/Lima but all issues are created with creation time 5h ago.

I have already tried:

• Configured Jira default time zone
• Verified linux "date" returned correct datetime
• Followed solution for first scenario from https://confluence.atlassian.com/display/JIRA/JIRA's+Timestamp+Doesn't+Match+the+System+Time (see attachment: java-parameters.png)
